Finance and Utility Technician

JOB SUMMARY

This position performs technical duties in support of county financial operations, including utility billing

functions.

MAJOR DUTIES

 Answers telephone and greets visitors; provides information and assistance; refers to appropriate

personnel.

 Assists water utility customers with questions and concerns; provides information and assistance.

 Resolves billing problems for customers; makes account adjustments as directed.

 Prepares work orders for the Water Superintendent.

 Prepares and prints water bills and mails to customers.

 Opens new customer accounts; updates customer account information; closes accounts.

 Sets up customer automatic draft payments.

 Receives and processes funds from other county departments.

 Issues business licenses, alcohol licenses, and golf cart decals.

 Serves as a liaison between customers and the solid waste management contractor.

 Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION

 Knowledge of county utility billing policies and procedures.

 Knowledge of county accounts receivable policies and procedures.

 Skill in the use of computers and job-related software programs.

 Skill in the provision of customer services.

 Skill in the analysis of problems and the development and implementation of solutions.

 Skill in oral and written communication.

SUPERVISORY CONTROLS

The Finance Director assigns work in terms of general instructions. The supervisor spot-checks

completed work for compliance with procedures, accuracy, and the nature and propriety of the results.

GUIDELINES

Guidelines include county and department policies and procedures. These guidelines are generally clear

and specific but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK

 The work consists of related technical duties. The need for accuracy contributes to the complexity

of the position.

 The purpose of this position is to perform technical duties in support of county utility billing and

other functions. Successful performance contributes to the efficiency, effectiveness, and accuracy of

department activities.

 Contacts are typically with co-workers, other county employees, customers, and members of the

general public.

 Contacts are typically to give or exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

 The work is typically performed while sitting at a desk or table or while intermittently sitting,

standing, stooping, bending, crouching, or walking. The employee frequently lifts light and heavy

objects.

 The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.

MINIMUM QUALIFICATIONS

 Knowledge and level of competency commonly associated with completion of specialized training in

the field of work, in addition to a high school diploma.

 Sufficient experience to understand the basic principles relevant to the major duties of the position,
